Official minutes of the September 18, 2014 Council Meeting

The council meeting was called to order by Mayor Rozier with Councilman Myrick giving the invocation.   Councilmembers Griffin, Grizzard, Kerby, Key, Myrick, Otto, Attorney Raymond Dickey, City Administrator Charles Akridge and Asst. City Clerk Diane Proudfoot were present.

 

Councilman Myrick made a motion to approve the draft copy of the minutes of the August 14, 2014 council meeting.  Councilman Grizzard seconded the motion and it passed with six affirmative votes.  Councilman Myrick made a motion to approve the agenda of the September 18, 2014 meeting.  Councilwoman Griffin seconded the motion and it passed with six affirmative votes. 

 

Administrative & Committee reports:

 

City Administrator Akridge reported:

DOT is in the process of cleaning up a large amount of debris along Hwy 80 from City Hall to the Effingham County line. 

September 24 at 5:00pm Chatham County and DOT will be using City Hall to meet with property owners regarding the extension of the Jimmy DeLoach Parkway.

WastePro is in the process of changing out the recycle carts; they picked up the old carts yesterday and began delivering the new carts today.  The carts are for recycling only and are blue with a green lid.

Councilman Grizzard reported:

The Trunk-or-Treat activity will be combined with the annual Pre-Homecoming bonfire/cookout Friday, October 24, 2014 and will begin at 6:00pm at Taylor Park.

There will be a “reunion” of Bloomingdale past and present residents on Sunday, November 9, 2014 beginning at 12:00noon at the Community Building, the event will be a covered dish lunch and plans are to eat around 1:30pm.

Councilwoman Griffin reported:

The Recreation Homecoming parade will be on Saturday, October 25, 2014.  Lineup will begin at 8:30am

Behind the school and will end at Taylor Park.

Mayor Rozier stated he has talked with the Red Cross and a “battle of the badges” blood drive between the

Police Department, Fire Department and EMS will be held on December 31, 2014 at City Hall.  Mayor Rozier

encouraged everyone to support the blood drive and indicate which badge you wish your donation be credited

to.  

 

NEW BUSINESS:

1)     Consider purchase of an Intoxilyzer 9000 at a cost of $7,998 for the Police Department. (CIP/SPLOST proceeds)  Councilman Kerby made a motion to approve the purchase of an Intoxilyzer 9000 for the Police Department at a cost of $7,998 to be expended from the Tech Fee Fund.  Motion seconded by Councilman Grizzard and passed without opposition.

2)     Consider declaration of Surplus Property.  Councilman Myrick made a motion to approve declaring the seized 1997 Chevy Camaro as surplus and sell as salvage through Savannah Auction with proceeds going into the Police Department Forfeiture Fund.  Councilman Otto seconded the motion and it passed without opposition    

3)     Consider approval of List of Roadways speed limits submitted by DOT.  Councilman Kerby made a motion to approve the execution of the list of roadways speed limits as submitted by DOT.  Councilwoman Griffin seconded the motion and it passed without opposition.

4)     Consider a PROCLAMATION designating September 16th as “The American Legion Day” in Bloomingdale.  Councilwoman Key made a motion to approve a Proclamation designating September 16 as “The American Legion Day” in Bloomingdale.  Councilwoman Griffin seconded the motion and it passed without opposition.

5)     Consider approval of Employee Christmas Bonuses.  Councilman Myrick made a motion to approve Employee Christmas Bonuses for 2014.  Councilman Grizzard seconded the motion and it passed without opposition.

6)     Consider the adoption of an Ordinance to provide for participation in the Georgia Municipal Employees Benefit System (GMEBS).  Councilman Myrick made a motion to approve first reading, to dispense with second reading and approved the adoption of an Ordinance to provide for participation in the Georgia Municipal Employees Benefit System (GMEBS).  Councilman Otto seconded the motion and it passed without opposition.

 

 

Mayor Rozier reported that this concluded the items presented for consideration for inclusion on the Council agenda prior to the deadline of Wednesday, September 10, 2014.

 

The accounts payables were presented with Councilman Myrick making a motion to pay the bills, Councilwoman Griffin seconded the motion and it passed without opposition.

 

There being no further business, Councilman Kerby made a motion to adjourn at 7:22pm.  Councilwoman Griffin seconded the motion and it passed without opposition.
