Official minutes of the December 3, 2015 Council Meeting

The council meeting was called to order by Mayor Rozier with Dexter Shearouse giving the invocation.   Councilmembers Grizzard, Kerby, Key, Myrick, Otto, Attorney Raymond Dickey, City Administrator Charles Akridge and Asst. City Clerk Diane Proudfoot were present.  Councilwoman Griffin was out due to a family emergency.

 

Councilman Grizzard made a motion to approve the draft copy of the minutes of the November 19th council meeting.  Councilman Myrick seconded the motion and it passed without opposition.  Councilman Myrick made a motion to approve the agenda of the December 3, 2015 meeting with the addition of Item #5 Consider Cancellation of the December 17, 2015 council meeting.  Councilman Otto seconded the motion and it passed without opposition. 

 

Mayor Rozier opened the Second Public Hearing for the discussion of the Proposed Development Impact Fee Ordinance.  There were no comments from citizens or councilmembers, Councilman Otto made a motion to close the Public Hearing.  Councilman Myrick seconded the motion and it passed without opposition.

 

Administrative & Committee reports:

 

City Administrator Akridge reported on the following:

Stagecoach Road project is complete which completes the expenditure of the LMIG funds.

The Sidewalk project is complete with the exception of the thermoplastic crosswalk painting which should

be complete within the next couple weeks.

There have been two building permits for residential homes and one other will be issued in the near future.  

 

Mayor Rozier stated that Sara Jane’s Restaurant has closed and a Donut Shop will be coming in that location at a later date; Councilman Grizzard’s wife will be having surgery in the morning.

 

Councilman Myrick reminded everyone that the Christmas Tree Lighting will be held Saturday night at 6:00pm with Joyful Noise singing and Santa & Mrs. Claus will be stopping by.

 

NEW BUSINESS:

 

  1. Consider first reading of the Development Impact Fee Ordinance.  City Administrator Akridge recommended approval.  Councilman Myrick made a motion to approve the first reading, dispense with second reading and approve the Development Impact Fee Ordinance.  Councilman Otto seconded the motion and it passed without opposition.     
  2. Consider a Resolution Requesting Georgia Department of Transportation (GDOT) to Prioritize Funding and Improvements to Corridors and Locations in Chatham County, Georgia.  Councilman Myrick made a motion to approve the execution of the Resolution as presented.  Councilman Kerby seconded the motion and it passed without opposition.
  3. Consider a Resolution authorizing adoption of the Chatham County Multi-Jurisdiction Hazard Mitigation Plan.  Councilman Kerby made a motion to approve the Resolution authorizing adoption of the Chatham County Multi-Jurisdiction Hazard Mitigation Plan.  Councilman Grizzard seconded the motion and it passed without opposition.
  4. Consider bid award of surplus property.  Councilman Kerby made a motion to allow Savannah Auction to list the surplus items for auction and set the minimum bid for the vehicles at $2,500.  Councilwoman Key seconded the motion and it passed without opposition.
  5. Consider cancellation of December 17, 2015 council meeting.  Councilman Myrick made a motion to cancel the December 17, 2015 council meeting with the understanding should an emergency arise a Special Called meeting can be held.  Councilman Grizzard seconded the motion and it passed without opposition.

 

Mayor Rozier reported that this concluded the items presented for consideration for inclusion on the Council agenda prior to the deadline of Wednesday, November 25, 2015.

 

The accounts payables were presented with Councilman Myrick making a motion to pay the bills, Councilwoman Key seconded the motion and it passed without opposition.

 

There being no further business, Councilman Otto made a motion to adjourn at 7:15pm.  Councilman Kerby seconded the motion and it passed without opposition.
