Official minutes of the September 17, 2015 Council Meeting

The council meeting was called to order by Mayor Rozier with Councilman Myrick giving the invocation.   Councilmembers Griffin, Grizzard, Key, Myrick, Otto, Attorney Raymond Dickey, City Administrator Charles Akridge and Asst. City Clerk Diane Proudfoot were present.  Councilman Kerby was at work.

 

Councilman Myrick made a motion to approve the draft copy of the minutes of the August 20, 2015 council meeting.  Councilwoman Griffin seconded the motion and it passed without opposition.  Councilman Myrick made a motion to approve the agenda of the September 17, 2015 meeting with the addition of an Executive Session for the discussion of a Personnel issue.  Councilman Otto seconded the motion and it passed without opposition. 

 

Administrative & Committee reports:

 

City Administrator Akridge recognized Chatham County Manager Lee Smith and welcomed him to the City.   

 

Councilwoman Griffin reported on the following:

1)     There was a great attendance for the Football RAMA and the BBQ Gym Fund Raiser brought in about $3200.

2)     The next Fund Raiser committee meeting will be held on October 5 at 7:00pm at City Hall.

 

OLD BUSINESS:

 

  1. Consider Second Reading of an Ordinance to lower the various Speed Limits on Stagecoach Road.  Councilman Myrick made a motion to approve the second reading of the Ordinance to lower the speed limit on Stagecoach Road from Hwy 80 to the Effingham County line to 30 miles per hour.  Note:  Once approved the ordinance would be forwarded to DOT for the radar permit.  Councilman Myrick made a motion to approve the second reading and adopt the Ordinance to lower the various speed limits on Stagecoach Road.  Councilwoman Griffin seconded the motion and it passed without opposition.   

 

NEW BUSINESS:

 

  1. Consider Amendments to the Fee Schedule.  City Administrator Akridge recommended approval of the updated fee scheduled as presented by the General Services Committee.  Councilwoman Griffin made a motion to approve the fee schedule, Councilman Grizzard seconded the motion and it passed without opposition.  Councilwoman Griffin made a motion to make the effective date of the amendments October 1, 2015.  Councilman Grizzard seconded the motion and it passed without opposition.
  2. Consider allowing Cub Scouts Pack # 80 to use the Community Center.  City Administrator Akridge stated a letter had been received from Randall Carter Pack Leader of Cub Scout Pack 80 who is requesting to use the Community Building to hold their meeting which would be on the first, second and fourth Tuesday night of each month and would be approximately an hour.   Councilman Grizzard made a motion to allow Cub Scout Pack #80 the use of the Community Building with the understanding they would be responsible for all cleanup of the building.  Councilwoman Key seconded the motion and it passed without opposition.
  3. Consider Change Orders to the Highway 80 Sidewalk Project.  City Administrator Akridge reported that due to the requirement of an encroachment permit from DOT a change order has been submitted in the amount of $18,250 and the encroachment permit would cover the sidewalk installation on both the south and north side of Highway 80.  Councilman Otto made a motion to approve the change order for the Highway 80 Sidewalk Project in the amount of $18,250.  Councilman Myrick seconded the motion and it passed without opposition.

 

Councilman Otto made a motion to adjourn into executive session to discuss personnel.  Councilman Grizzard seconded the motion and it passed without opposition. 

At the conclusion of the executive session, Councilman Grizzard made a motion to return to the general session and execute the affidavit as required by the Open Meetings Law.  Councilman Myrick seconded the motion and it passed without opposition.   

 

Mayor Rozier reported that this concluded the items presented for consideration for inclusion on the Council agenda prior to the deadline of Wednesday, September 9, 2015.

 

The accounts payables were presented with Councilman Myrick making a motion to pay the bills, Councilwoman Griffin seconded the motion and it passed without opposition.

 

There being no further business, Councilman Myrick made a motion to adjourn at 7:14pm.  Councilwoman Griffin seconded the motion and it passed without opposition.
