MINUTES

 

CITY COUNCIL MEETING –   FEBRUARY 4, 2016– 7:00 P.M.

 

Present were Mayor Ben Rozier, Councilmembers Kerby, Myrick, Otto and Griffin.  City Administrator Akridge and City Attorney Dickey were also present.  Councilmembers Grizzard and Key were absent due to training as was Assistant City Clerk Proudfoot.

 

  1. Call to Order/Pledge/Prayer

 

Mayor Rozier opened the meeting. Councilman Myrick offered the prayer followed by the Pledge of Allegiance.

 

  1. Approval of draft copies of Minutes of the January 21, 2016 Meeting

 

Councilman Myrick made a motion to approve the minutes. Councilman Kerby seconded the motion, and it passed unanimously.

 

  1. Approval of Agenda of the February 4, 2016 meeting

 

Councilman Kerby made a motion to approve the Agenda with the addition of Personnel to the Executive Session. Councilwoman Griffin seconded the motion, and it passed unanimously.

 

  1. Administrative & Committee Reports

 

Councilwoman Griffin reported on Recreation Department activities.

 

  1. NEW BUSINESS:

 

  1. PROCLAMATION – Alpha United Methodist Church

 

Mayor Rozier read the Proclamation aloud. Councilman Kerby made a motion to approve the Proclamation. Councilman Myrick seconded the motion, and it passed unanimously. Mayor Rozier presented the Proclamation to Margel Winn representing Alpha United Methodist Church.

 

  1. Consider Declaration of Surplus Property on Pine Barren Road.

 

After discussion, Councilwoman Griffin made a motion to accept the City Administrator’s recommendation to approve the surplus of the subject property and that all proceeds from the sale of the property would go to the Gym Fund. Councilman Myrick seconded the motion, and it passed unanimously.

 

  1. Consider the second and final reading of the proposed Golf Cart Ordinance.

 

After discussion, Councilman Otto made a motion to approve the second reading of the proposed Ordinance. Councilman Kerby seconded the motion, and it passed unanimously.

 

  1. Consider approval of the 5k Road Race for the Bloomingdale Elementary PTA on February 13, 2016.

 

After a brief presentation by PTA representatives, Councilman Myrick made a motion to approve the 5K Road Race. Councilwoman Griffin seconded the motion, and it passed unanimously.

 

  1. Consider 90 day notice of termination of contract with Middle Georgia Probation for probation services.

 

Councilman Otto made a motion to table this item. Councilwoman Griffin seconded the motion, and it passed unanimously.

 

EXECUTIVE SESSION –   REAL ESTATE/PERSONNEL

 

Councilman Kerby made a motion to go into Executive Session. Councilman Otto seconded the motion, and it passed unanimously.

 

Execute Affidavit pursuant to Georgia Open Meetings Laws

 

Councilman Myrick made a motion to Execute the Affidavit pursuant to Georgia Open Meetings Laws. Councilman Otto seconded the motion, and it passed unanimously.

 

These are the items presented before the deadline of January 27, 2016 to be included on the Agenda.

 

Accounts Payable - Councilman Myrick made a motion to pay the bills. Councilwoman Griffin seconded the motion, and it passed unanimously.

 

Adjourn – Councilman Otto made a motion to adjourn. Councilman Myrick seconded the motion, and it passed unanimously.
