Official Minutes of the February 15, 2018 Council Meeting

Approve by City Council at the March 1, 2018 Council Meeting

 

The Council meeting was called to order by Mayor Rozier with Former Councilman John Myrick giving the Invocation. Councilmembers Grizzard, Harley, Kerby, Key Attorney Dickey, City Administrator Akridge and City Clerk Diane Proudfoot were present. Councilwoman Griffin and Councilman Otakie were absent.

 

Councilman Grizzard made a motion to approve the draft copy of the minutes of the February 1, 2018 council meeting. Councilwoman Key seconded the motion and it passed without opposition. Councilman Kerby made a motion to approve the agenda of the February 15, 2018 council meeting with the addition of Item #7 Consider Letter of Agreement for Professional Services from EMC Engineering for Phase III Drainage Improvements. Item #8 Designate $49,681.92 as a loan from the General Fund to be repaid from the Water/Sewer Fund. Councilman Grizzard seconded the motion and it passed without opposition.

 

ADMINISTRATIVE AND COMMITTEE REPORTS:

 

Councilman Grizzard reported there was a good turnout for the Senior Luncheon on Tuesday and all seemed to enjoy themselves.

 

City Administrator Akridge reported that the Savannah Tree Foundation is donating three trees to the city which will be planting Friday morning at 10:00am at the Museum at 10:00am. He recognized Jeremy Maddox who is observing the meeting as a school project.

 

Mayor Rozier that the Raffle ticket on-line site Go.Rallyup.com is ready for purchase and it is posted on his facebook page and the link can be shared.

 

NEW BUSINESS:

 

1. Consider authorization of a Loan Payment in the amount of $100,000 to State Bank and Trust/Government Capital Corporation for Water Meter Upgrades. (Water Meter Upgrade Fund)

City Administrator Akridge reported this would go toward the debt leaving approximately $116,000 balance n the loan. Councilman Grizzard made a motion to approve the loan payment in the amount of $100,000 from the Water Meter Upgrade Fund to State Bank and Trust/Government Capital for the Water Metter Upgrade. Councilman Kerby seconded the motion and it passed.

2. Consider approval of a proposal to update the Zoning Ordinance and Land Use/Development Standards. City Administrator Akridge stated this would be a complete revision of the Zoning Ordinance. Councilman Kerby made a motion to approve the proposal to update the Zoning Ordinance and Land Use/Development Standards. Councilman Harley seconded the motion and it passed.

3. Consider entering into an Agreement with Sun Country Amusements for $495 for the Patriotic Celebration to be held on June 30, 2018. Councilman Grizzard made a motion to approve the agreement with Sun Country Amusements for $495 for the Patriotic Celebration. Councilwoman Key seconded the motion and it passed.

4. Consider approval of the proposed 2018-2022 Capital Improvement Plan (CIP) City Administrator Akridge reported a department head meeting was held last week to modify the CIP and recommend the CIP. Councilman Harley made a motion to approve the 2018-2022 Capital Improvement Plan. Councilman Grizzard seconded the motion and it passed.

5. Consider renewal of a Contract for Garbage and Recycling services with Waste Pro. City Administrator Akridge stated this would be for five one-year periods being at approval. Councilman Kerby made a motion to approve the contract. Councilwoman Key seconded the motion and it passed.

6. Consider the purchase of 200 Water Meters for Meadows of Bloomingdale Apartments in the amount of $64,594. Councilman Harley made a motion to table this item. Councilman Kerby seconded the motion and it passed.

7. Consider entering into a Letter of Agreement for Professional Services with EMC Engineering for Phase III Drainage Improvements. Councilman Kerby made a motion to approve the Letter of Agreement for Professional Services with EMC Engineering for Phase III Drainage Improvements. Councilman Grizzard seconded the motion and it passed without opposition.

8. Designate $49,681.92 as a loan from General Fund for 5 Adams Road to be repaid from the Water/Sewer Fund. Councilman Kerby made a motion to designate $49,681.92 as a loan from General Fund for 5 Adams Road to be repaired from the Water/Sewer Fund. Councilman Grizzard seconded the motion and it passed.

Mayor Rozier reported that this concluded the items presented for consideration for inclusion on the Council agenda prior to the deadline of Wednesday, February 7, 2018.

 

Councilwoman Key made a motion to pay the bills. Councilman Kerby seconded the motion and it passed.

 

There being no further business, Councilman Grizzard made a motion to adjourn at 7:17pm. Councilman Harley seconded the motion and it passed.
