Official Minutes of the May 17, 2018 Council Meeting

Approved by City Council at the June 21, 2018 Council Meeting

 

The Council meeting was called to order by Mayor Rozier with Councilman Harley giving the Invocation. Councilmembers Griffin, Grizzard, Harley, Kerby, Key, Otakie, Attorney Dickey, City Administrator Akridge and City Clerk Diane Proudfoot were present.

 

Councilman Grizzard made a motion to approve the draft copy of the minutes of the May 3, 2018 council meeting.. Councilman Otakie seconded the motion and it passed without opposition. Councilwoman Griffin made a motion to approve the agenda of the May 17, 2018 council meeting with an additional item after the Executive Session to Consider an Amendment to the Personnel Policy. Councilwoman Key seconded the motion and it passed without opposition.

 

ADMINISTRATIVE AND COMMITTEE REPORTS:

 

Councilwoman Griffin reported that our Recreation Director advised that we had first place teams on U8 Boys, U10 Girls, U14 Girls, U8 Soccer and U13 Soccer and two All-star Teams the U10 and U14 Girls who will represent Bloomingdale at the GRPA Tournament on June 23, the Adult Co-Ed league began Monday with 15 teams 9 Church and 6 Regular Co-Ed, advertising is underway for the Fireball Tournament in memory of Buddy Burke.

 

Councilman Grizzard reported the Historical Society Spring Market had a good turnout and several good vendors.

 

NEW BUSINESS:

 

1. Consider conducting one City Council meeting a month on the Third Thursday for the months of June, July, August and September. Councilman Harley made a motion to approve. Councilwoman Key seconded the motion and it passed without opposition.

 

Consider adjourning into Executive Session to discuss Personnel. Councilwoman Griffin made a motion to adjourn into executive session to discuss Personnel. Councilman Otakie seconded the motion and it passed without opposition.

After the Executive Session to discuss Possible Litigation and Attorney Client Privilege, Councilman Grizzard made a motion to return to General Session. Councilwoman Key seconded the motion and it passed without opposition. Councilwoman Griffin made a motion to execute the execute the affidavit pursuant to the Open Records Act and Georgia State Law. Councilwoman Key seconded the motion and it passed without opposition.

As a result of the Executive Session Councilman Kerby made a motion to consider an amendment to the Personnel Policy Employment Section 5.05 Nepotism (Hiring of Relatives) to add "on a full time basis" and it shall read as follows:

"Two members of an immediate family will not be employed on a fulltime basis, if such employment will result in an employee supervising, directly or indirectly, a member of his immediate family. This policy applies to promotions, demotions, transfers, reinstatements, and new employees. Immediate family is defined as wife, husband, mother, father, brother, sister, son, and daughter. " Councilwoman Griffin seconded the motion and it passed without opposition.

 

Mayor Rozier reported that this concluded the items presented for consideration for inclusion on the Council agenda prior to the deadline of Wednesday, May 9, 2018.

 

Councilman Grizzard made a motion to pay the bills. Councilwoman Griffin seconded the motion and it passed without opposition.

 

There being no further business, Councilman Grizzard made a motion to adjourn at 9:30pm. Councilwoman Griffin seconded the motion and it passed without opposition.
